This project consisted of a full seismic upgrade to Willows Elementary School, situated in the heart of the Oak Bay District of Victoria. Staff and students were relocated for the 2009–2010 school year to a previously dormant elementary school (Richmond Elementary School). A combination of steel frames and concrete elements were added to the building to meet/exceed the seismic upgrade requirements.

Heatherbrae tendered the project publicly on behalf of the School Board and phased the tendering process, to allow the design process to evolve in conjunction with the discovered conditions of the existing building. The flexibility achieved via the phased tendering process allowed the clients and design team to maximize design input and consideration, while keeping the project on schedule and budget. Occupancy was achieved to allow the School District to move the Willows staff and students back into the newly renovated.
